KENDALA IMPLEMENTASI PPP KELISTRIKAN DAN KEBUTUHAN PERBAIKAN KEBIJAKAN
Abstract
Keterbatasan ketersediaan sektor kelistrikan dan anggaran pemerintah dalam memenuhi kebutuhan untuk mendukung pembangunan telah mendorong inisiasi pelibatan swasta dalam menyediakan sektor ini. Partisipasi swasta melalui Independent Power Producer (IPP) sebagai mitra dari Perusahaan Listrik Negara (PLN) telah dikembangkan sejak tahun 1990an, dan bertransformasi menjadi PPP (Public Private Partnership atau dikenal dengan KPS) untuk mengurangi terpaparnya resiko bisnis langsung kepada Pemerintah. Akan tetapi target Pemerintah membangun power plant PPP (2.000 MW) dalam bagian rencana 20.000 MW belum juga terealisasi sejak tahun 2011.

Artikel ini berbasis pada penelitian lapangan di tahun 2012 yang dilakukan di dua provinsi, seperti DKI Jakarta dan Jawa Tengah (sebagai lokasi power plant). Dengan menggunakan data primer dan sekunder, artikel ini menganalisa pelaksanaan PPP kelistrikan khususnya mengenai hambatan dan permasalahan realisasi PPP dan kebutuhan perbaikan kebijakannya. Data primer dikumpulkan melalui wawancara mendalam terhadap institusi kunci dan dilanjutkan diskusi kelompok terfokus (Focus Group Discussion) yang merepresentasikan pemangku kepentingan terkait. Melalui pendekatan ekonomi pembangunan, ekonomi publik dan ekonomi kelembagaan, hasil studi dijelaskan dengan analisa deskriptif kualitatif.

Hasil analisa menunjukkan bahwa kendala implementasi PPP melalui PLTU 2.000 MW disebabkan oleh kendala teknis seperti: kompleksitas prosedur dan birokrasi di tingkat pusat dan daerah, penolakan masyarakat, isu pembebasan lahan, berkembangnya spekulan tanah, tarik menarik kekuatan politik daerah untuk menentukan lokasi power plant, serta lemahnya proses AMDAL. Sementara permasalahan non teknis yang menghambat adalah perbedaan presepsi antar pemangku kepentingan dalam merealisasikan PPP,prioritas pembiayaan infrastruktur bersumber APBN dan PPP, kentalnya politik ekonomi yang berkembang di daerah, dan sulitnya menjaga komitmen swasta. Pilihan perbaikan kebijakan untuk mendorong PPP dapat dilakukan dengan: pembentukan tim pembebasan lahan yang melibatkan akademisi diikuti dengan indeks jual lahan untuk infrastruktur, penguatan kapasitas PPP Centre beserta pemangku kepentingan yang lain mengenai PPP, harmonisasi peraturan perudangan, penguatan hubungan Pusat-Daerah serta penyusunan dokumen kontrak secara matang.
