Implementasi Kerja Sama Pemerintah dan Swasta dalam Pembangunan Infrastruktur Sektor Air Minum di Indonesia
Abstract
Public Private Partnership (PPP) atau Kerja sama Pemerintah Swasta (KPS) telah banyak diimplementasikan untuk mendukung penyediaan infrastruktur. Banyak negara mengaplikasan KPS dengan beberapa pertimbangan mulai dari akibat keterbatasan anggaran yang dimiliki oleh Pemerintah hingga dipandangnya pihak swasta lebih profesional dalam penglolaan infrastruktur. Air minum sebagai salah satu infrastruktur dasar mendukung langsung pembangunan justru memiliki keterlibatan pihak swasta dibandingkan sektor yang lain. Hal ini disebabakan air minum dipandang sebagai sektor yang harus lebih banyak manfaat sosialnya sehingga dibangun dan dikelola oleh Badan Usaha Milik Daerah (BUMD). Realitasnya, masih banyak Perusahaan Air Minum (PAM) yang beroperasidalam kondisi non proï¬table dan menghadapi berbagai kendala untuk meningkatkan kinerja bisnisnya.
 Artikel ini berbasis pada penelitian lapangan di tahun 2013 yang dilakukan di tiga provinsi, seperti Jawa Timur, Banten dan Jakarta. Dengan menggunakan data primer dan sekunde, artikel ini berusaha menganalisa pelaksanaan KPS infrastruktur air minum khususnya mengenai karakteristik, pencapaian, permasalahan dan tantangan KPS. Data primer dikumpulkan melalui wawancara mendalam terhadap institusi kunci dan dengan melakukan diskusi kelompok terfokus (Focus Group Discussion) yang merepresentasikan pemangku kepentingan terkait. Melalui pendekatan ekonomi pembangunan, ekonomi publik dan ekonomi kelembagaan, hasil studi dijelaskan dengan
analisa deskriptif kualitatif. Hasil analisa menunjukkan bahwa KPS Air Minum di Indonesia diimplementasikan dalam beberapa model. KPS terpanjang masa konsesinya berada di Jakarta yang merupakan kerja sama antara PAM JAYA (Jakarta Raya)dengan investor Singapura (PT AETRA) dan Perancis (PT Lyonnaise Jaya). Sangat disayangkan keterlibatan pihak
swasta dalam penyediaan air minum di Jakarta belum mampu meningkatkan peforma secara signiï¬kan terhadap
pelayanan maupun kinerja perusahaan akibat lemahya pengelolaan maupun posisi tawar PT PAM Jaya dalam kontrak kerja sama. Tangerang merupakan salah satu model yang cukup ideal dalam penyediaan infrastruktur air minum, meskipun belum sepenuhnya KPS, yang mana cenderung murni investasi pihak swasta. Proyek investasi KPS air minum terbesar akan dibangun di Propinsi Jawa Timur yang hingga saat ini belum terbangung akibat terkendala
permasalahan administrasi dan kelembagaan.
