Implikasi Kendala Struktural dan Kelangkaan Modal terhadap Perilaku Sosial Ekonomi Nelayan
Abstract
Indonesia tidak saja sebagai salah satu negara kepulauan terbesar di dunia, juga sekaligus memiliki potensi besar sebagai produsen ikan laut. Meskipun demikian, potensi ini belum bisa dimanfaatkan sepenuhnya oleh masyarakat nelayan, sehingga mereka dikenal sebagai kelompok masyarakat yang paling miskin. Artikel ini mendiskusikan implikasi kendala struktural dan kelangkaan modal yang dihadapi nelayan terhadap perilaku sosial ekonomi dan tingkat kemiskinan nelayan. Artikel ini bersumber dari hasil penelitian tentang Pembiayaan Nelayan yang dilakukan selama kurun waktu 2012-2014, dan akumulasi pemahaman dari berbagai studi primer yang dilakukan pada komunitas nelayan. Sumber data dikumpulkan melalui wawancara mendalam, Focus Group Discussion dan observasi di berbagai komunitas nelayan di Jawa, Sumatera dan Sulawesi. Implikasi adanya hambatan strukturaldan kelangkaan modal telah menyebabkan nelayan mengembangkan alternatif perilaku sosial ekonomi yang khas.
